WebI don't feel offended by it, no. Though there is an overlap in the definitions "mother" and "birthing person" they don't always mean the same thing. The intention of the budget is focused towards the person giving birth the child. It might be a "colder" more clinical term, but I do think it's accurate for what their goals are.
